Technology does not close the cycle
A company can capture thousands of news items and produce a daily newsletter without improving a single decision. The intelligence cycle does not end when information is shared: it ends provisionally when we know whether it was understood, whether it was used and whether we need to change the system.
A useful operational representation includes six connected moments: needs → sources and capture → verification and selection → analysis → dissemination for a decision → evaluation and adjustment. It is not a rigid sequence. New evidence can redefine the initial question; a bad experience with management can call for redesigning the briefing; a source going down can force you to declare a gap.

The intelligence cycle in six stages, with the S13 example.
It is not a rigid sequence: new evidence can redefine the question.
1. Needs
Which decision is live and who needs to resolve it.
2. Sources and capture
Where critical information first appears and how often it is checked.
3. Verification
Checking provenance and separating facts from claims.
4. Analysis
Distinguishing impacts, alternatives and counterweights.
5. Dissemination
The product the recipient needs, at the moment they need it.
6. Assessment and adjustment
Was it understood, was it used, and does the system need to change?
Who does what?
- Sponsor or decision-maker: sets the priorities and communicates what needs to be resolved.
- Monitoring coordinator: ensures continuity, cadences, criteria and review of the system.
- Analyst: verifies, organises and synthesises relevant information, and makes hypotheses and limits explicit.
- Domain expert: assesses technical, regulatory or commercial plausibility.
- Recipient: uses the product, raises objections and gives feedback.
In small teams one person can take on several roles, but the responsibilities must be explicit; there must also be a substitute if someone is unavailable.

Company A case · simulation
Fictional caseExample · Company A · From a news item to a reviewable decision
The monitoring lead detects S13, a fictional result that identifies efficiency variability depending on ambient temperature. They cross-check it against the limits recorded in S09 and alert R&D. The expert assesses which test conditions are missing before the results can be extrapolated. Instead of circulating a generic alarm, they prepare a note with:
- Fact and source: what exactly each record states.
- Interpretation: why it may condition an investment.
- Counterweight: what evidence could reduce the concern.
- Options: a limited trial, seeking collaboration or maintaining monitoring.
- Pending decision: who will decide, when and under what threshold.
The committee decides to request additional information before scaling up investment. Two weeks later, someone documents whether the note made it possible to decide and what follow-up was missing. That is when the system learns.
Educational simulation: fictional information and organisations.
Do it yourself
Do it yourself · Design a minimal cycle on one page (20 minutes)
Use Company A or a situation from your own organisation. Define:
| Element | Practical question |
|---|---|
| Need | Which decision is live? |
| Capture | Where does critical information first appear? |
| Validation | Who can cross-check the claims? |
| Interpretation | How do you tell impacts and alternatives apart? |
| Dissemination | What product does the recipient need, and when? |
| Feedback | What will we learn from whether it is used or not? |
| Improvement | What will we review every 30/90 days? |
Expected result: a circuit clear enough for someone else to run, with owners and escalation triggers. You do not need to buy software to design it.

Check your minimal cycle
This part needs professional judgement: there is no automatic marking. Complete your work in the practice, rate it with the lesson's rubric and compare it with the indicative solution.
What your answer should include
- Every element of the cycle has an owner.
- There are explicit escalation triggers.
- The decision is recorded, even if it is to wait, along with what information would change it and when to review it.
- Someone else could run the circuit.
Indicative solution
Model circuit: management raises a decision and a deadline → coordination defines sources → the analyst logs S13 and checks its provenance → the technical lead cross-checks it against S09 → the analyst produces a one-page note with alternatives → the committee decides to request an external trial before approving investment → the team records the decision, sets indicators and reviews in 30 days.
Mistake to avoid: Assuming that a newsletter being sent proves impact.
Illustrative solution for a fictional case: reasoned alternatives are valid.
Three initial value indicators
- Verifiable coverage: the proportion of critical sources reviewed as planned, and a log of incidents.
- Declared usefulness: products that the recipient considers applicable to a specific decision, with reasons.
- Action and learning: decisions, trials, changes of priority or new questions prompted by intelligence products, without automatically attributing causality to them.
Do not measure only the number of alerts, reports or email opens. That is activity, not necessarily impact.
Optional extensionExtension · Closure happens when the conversation changes
The cycle should not be modelled as “capture → send → finish”. After delivering a note, someone needs to record which decision was pending, which option was chosen (including not acting), who adopted it, which information was considered decisive and when it will be reviewed. Do not automatically attribute the whole decision to the note: costs, internal capabilities or factors that never appeared in monitoring may be involved.
Dissemination is not uniform either. An urgent alert about a confirmed obligation requires a different escalation route from an exploratory summary for innovation. What matters is not producing more formats, but that each product has a defined recipient, timing and use.
Company A case · simulation
Fictional caseFull scene · Company A decision meeting
The analyst presents two observations, S09 and S13, with their limits. R&D objects that the trials do not reproduce Company A’s conditions. Management raises three options: an internal test, collaboration or follow-up without investment. They decide to request a delimited external test and to maintain the regulatory monitoring. The secretariat records the owner, the target date, the evidence needed and the follow-up date. Three weeks later, they ask whether the requested information arrived and whether it changed the alternatives.
This scene shows an essential quality: intelligence can produce a better question and an informed decision to wait. It does not need to force an investment recommendation to prove its usefulness.

You lead the decision meeting
Simulation: three decisions in Company A's decision meeting.
Management asks for a “clear” recommendation today. What do you do?
It is agreed to request a limited external test. What must be recorded?
Three weeks later, how do you know whether the intelligence was useful?
judgement points
Acceptance criterion for the exercise
The circuit includes a decision-maker, an operator, an expert check, a product, escalation, a decision record, a review and an explicit statement of what happens when there is not enough data.
Key takeaway: intelligence is an organisational capability, not an inbox. Its value lies in connecting observation, judgement, decisions and learning.
Learning path closing · Your first intelligence system in 45 minutes
Using the five lessons, submit a single one-page document with: (1) decision and alternatives, (2) KIQ and three sub-questions, (3) three critical sources and cadence, (4) two signals with their evidence and uncertainty, (5) roles, recipient and review date. Include one blind spot that could invalidate your analysis.
Self-assessment — you pass the learning path if you can answer:
- Can I tell a current search apart from a documented periodic review?
- Can I justify why a patent application does not imply commercialisation?
- Can my KIQ change an identified decision, and does it have a horizon?
- Do I know how to recognise duplicates and look for evidence against my hypothesis?
- Have I defined who receives information, what they will do with it and how we will know whether it was useful?
